Historical context
During the first quarter of the 20th century, temperance movements exerted strong pressure on various North American governments to regulate the trade and consumption of alcohol. In 1916 and 1917, most Canadian provinces voted to prohibit alcoholic beverages. In Quebec, 90% of municipalities, such as Quebec City and Trois-Rivières, banned the sale of alcohol.
In 1920, alcohol prohibition also came into effect in the United States....
