Historical context

Suite à la Rébellion de 1837, le Parlement anglais suspend, le 10 février 1838, la constitution parlementaire de 1791 du Bas-Canada. Un Conseil spécial, non élu, est mis en place en mars. Formé du gouverneur et de conseillers désignés par l’autorité coloniale, il administre temporairement le Bas-Canada jusqu’en 1841.
