En 1897, Camilien-Joseph Lockwell s’associe à Edgar Miller. Ils reprennent la succession du fabricant de tabac Fréchette rue Saint-Pierre à Québec, et acquièrent les droits de production du traditionnel tabac noir en poudre Fréchette.
