Historical context

During the Second World War, federal, provincial and municipal authorities set up committees across Canada to protect the civilian population from air raids and acts of sabotage. The Montreal Police Department set up such a committee in the fall of 1939. It is known by the acronym CPC. It was a civilian organization made up of employees and volunteers.
